There are two, different, ways that the K-9 mail client uses to
retrieve mail -- "push" and "poll". If you have "poll" frequency set
to "never" and you're still seeing retrieval actions, then I suspect
you have "push" turned on.

To turn "push", off set the "push folders" option to "none". You can
then turn the global background sync option back on and it shouldn't
do any retrieval. [I often have background sync set to "never" and
have never seen any ill effects.]

To get more granular control, change the "push folders" setting to
one of the class-level options offered, and adjust the individual
folder push class settings to achieve what you are after.
