IMO, yes, an UA should attempt to send mail in ‘outbox’ as soon as possible, 
employing all feasible techniques, because of definition of ‘outbox’.

However, failed-to-sent mail should not be unattendedly queued to ‘outbox’ (at 
least, by default).  A program should ask user what to do: to queue it, to 
return to editor, to discard it at all.
