Volunteers evidently opted to work on other things that interested them in their precious free time that they donated to KDE, and paid engineers worked on other projects funded by their employers. That's how things work. If this issue is particularly important to you, I'd suggest sponsoring a fix. Some firms that KDE e.V. trusts to handle such requests can be found at https://ev.kde.org/consultants.
