Ah. What you're requesting would be basically a completely new feature, whereby
everything deemed "not currently relevant" would be hidden completely, rather
than only shown in the expanded popup. This bears no relation to the existing
"Always show all entries" feature.

I'm not sure this is a good idea. Let's consider some of the widgets that can
might be considered "not currently relevant", and what would happen if they
were hidden completely while not considered relevant:
- Bluetooth: unable to use the widget to turn on Bluetooth
- KDE Connect: unable to pair new devices or troubleshoot why paired devices
aren't visible
- Notifications: unable to enter "Do Not Disturb" mode
- Power & battery: unable to use the widget to change the power profile or
manually block sleep and screen locking
- Printers: unable to unpause painting if it's paused
- Vaults: unable to use the widget to create or unlock Vaults

I could go on.

Basically Plasma's System Tray doesn't really support the UX you're looking
for. So I don't think this is something we can do, sorry.
