Being able to (for example) disable Bluetooth from the system tray but not enable it would be incoherent. This would get old real fast! Simply not having that functionality quickly available from the system tray isn't acceptable; it defeats the point of having a system tray if you have to go to System Settings to do the basics. If you feel the system tray isn't meeting your UX preferences, you're welcome to develop a new custom one, or use one of the several alternatives that other people already created.
