Found a fix if you're still having this issue!

Went into the desktop configuration file at
~/.config/plasma-org.kde.plasma.desktop-appletsrc and used vi to manually
remove the two widgets i had running on my second monitor when the issue
started happening. You can tell which entries are related to the widgets by
looking for the widget name in an applet entry, something like
plugin=this.is.a.widget. You then delete the lines that load that plugin and
also any lines associated with that plugin's ID. (ID can be seen in the header
of the plugin's entry, ex: [Containments][2][Applets][ID HERE][Config])
Rebooted and the pc works fine, dual monitor and all.
If you're unfamiliar with vi or other command line text editors then you could
also try deleting the whole configuration file with sudo rm
~/.config/plasma-org.kde.plasma.desktop-appletsrc, but do this at your own risk
as it will wipe your previous desktop settings and might cause different
issues.
