For the latter those concerns don't apply I think. The obvious way would thus be to fix this in those apps and have appropriate options there, that's much easier to discover and to understand. If we are talking about potentially hostile apps abusing this, the only way to stop those from rolling their own kind of push mechanism would be proper sandboxing, and a portal-level push API (with permission requests).
