Right now it seems as though apps using KUnifiedPush to send notifications
just… get to, without asking permission.

I think this is really not ideal. We know that push notifications have
addictive properties for people with FOMO, completionist tendencies, or in
possession of fertile young minds.

As such, I think this library should offer its functionality on an "opt in"
basis, not "opt out". The first time n app that wants to use push services (not
just notifications, because we actually can't know) the library should ask the
user somehow.
