DESCRIPTION
The following issue does not appear to be fully resolved, even on KDE 6.7.5 on
OpenSUSE Tumbleweed:

STEPS TO REPRODUCE
1. Set screen lock timeout to be 5 minutes, with the password requirement delay
set to 5 seconds.
2. Set the power management to turn off the screen after 5 minutes, and
immediately when the screen is locked.
3. Wait for the screen to go blank
4. Wait more than 5 seconds
OBSERVED RESULT
The screen doesn't always lock. Moving the pointer causes the desktop to appear
without a password.
EXPECTED RESULT
The screen should lock after 5 seconds of being blank / off.
