It's intended to allow you to access things on your desktop without destroying your working state and causing all other windows to be suddenly minimized. It should be conistently labeled as such (or possibly in some cases still under the old name, "Show Desktop". If you find that "Peek at Desktop" is called "Minimize All" anywhere, please report this as a separate bug. If you want "Minimze All", you can do so using the "Minimize All" widget (an alternative to the "Peek At Desktop widget, both are shipped as part of default Plasma), or you can enable the "Minimize All" KWin plugin.
