DESCRIPTION
For some big cities, vector tiles are missing in zoom level 11, but available
at zooms 10 or 12.
STEPS TO REPRODUCE
1. Set Vector OSM as the map type.
2. Zoom into London until the map reaches zoom 11.
OBSERVED RESULT
Two blank tiles where London should be.
EXPECTED RESULT
London.

ADDITIONAL INFORMATION
The following URLs return 404, so I suspect the tile generator is failing due
to the amount of data.
