I'm not sure about having them be krunner-specific though, and having them in some global fashion would be likely problematic because of conflicts. Maybe this kind of hyper-specific thing is best suited for some keyboard-remapping tool like keyd. FYI, you don't need to use arrow keys - Ctrl+J and Ctrl+K work as Arrow Down / Arrow Up respectively.
