Scheduler: write mosaic sequence files with UTF-8 names and content

Create Jobs in the mosaic planner saved each tile's sequence file through
fopen() with a Latin-1 path and stored the target name and FITS directory
as Latin-1 text, while the scheduler list refers to the sequences with
UTF-8 paths. With a target such as "Vénus" the scheduler could not open
the sequences, and when the output directory contained the name the files
were not written at all.

Move the writer into SchedulerUtils::writeJobSequence(), write the text as
UTF-8 and open the file with QFile, and add a regression test.
