it's been bugging me too and until recently I used Icon launchers instead which
do scale but don't get replaced when the app is launched. However, now that I
need more open windows, I reverted back to "show a launcher when not running"
to reclaim the space but was reminded of this "bug". It would be nice if the
launcher icon would follow the taskbar height as Icon launchers do.
