SOFTWARE/OS VERSIONS
Linux/KDE Plasma:
(available in About System) <---- Not really - apt list | grep works better, so
long as you know what you're grepping for.
selinux/bionic,bionic 1:0.11 all

KDE Plasma Version:
kde-plasma-desktop/bionic 5:100ubuntu2 amd64

KDE Frameworks Version:
kdebase-bin/bionic,bionic 4:16.04.3-0ubuntu1 all
maybe?

Qt Version:
qtchooser -print-env
QT_SELECT="default"
QTTOOLDIR="/usr/lib/x86_64-linux-gnu/qt4/bin"
QTLIBDIR="/usr/lib/x86_64-linux-gnu"

qt4-default/bionic 4:4.8.7+dfsg-7ubuntu1 amd64

ADDITIONAL INFORMATION

This happens even if I create a new default panel on my second screen, of
presumably the default height.

Panels are quite happy to glue themselves to the desktop if I fumble the drag
while dragging across my enormous screen, and stay visible regardless of the
panel's state, but I can't move them at all once they're glued(?!)
