There may be some misunderstanding of how this bug presents. 

Often, and over several versions of distributions and versions of KDE the
logout lockup would usually present on my systems as black screens with a
moving cursor.

It would also sometimes lock up with no cursor present.

Getting the system to return to a login prompt would traditionally require
killing all user specific KDE processes.   More recently,  user processes would
exit leaving no user specific session or processes.  In this case, a restart of
the SDDM service returned the workstation to a login prompt. 

With fedora in any case,  this appears resolved for me after a recent update of
the Fedora KDE KF5 packages.
