You can't move executables in KDE 4.x, that would break scripts and user's 
habits.

But for the binaries installed by kdelibs, feel free to check out the 
"frameworks" branch of kdelibs and make the changes there.

Use "kde-frameworks" in reviewboard, when submitting patches for review.
