Break integration with what?

It only changes the theme if it's empty and hicolor, because if it's empty and 
hicolor, you're going to miss all the icons KStandardActions uses.

Set it as fallback? No, the fallback icon theme is hicolor as specified by the 
xdg icon theme specification.
