For locked encrypted files green may be suitable, for unacessible files not so much. That's true. Probably we need a new emblem `emblem-readonly` that can be used for read-only files and directories. It's always been kind of an abuse of the iconography to re-use the lock for this. Only now as we're better defining the visuals of the lock emblem does it become really obvious.
