I think it might solve our current situation with Amarok. We could create a new group 'amarok-reviewers', it would have the 'review' bit and we'd remove the remove bit from kde-developers. Maybe this is what Johan had in mind. It doesn't sound very scalable though to have all the groups for KDE though. And coupling 'ability to change status of merge request' with 'receiving email about merge requests' doesn't make much sense. Its certainly quite cumbersome.
