Probably not. That feature is about separating the concept of reviewers from committers, in the sense that maybe not all committers may care enough to triage/manage merge-requests. Now, as the new-merge-request-emails only go to those with review permissions it can be used to handle the notifications a bit better, but it's obviously not neither a final nor adequate solution to getting relevant notification.
