There are several places where this has been made clear, but for sure I agree that the amount of mails this topic starts is significant. The best place to see a decision is clearly made is here; http://gitorious.org/svn2git The sources :-) The rulesets are the product of the work done by people that, well follow up on the decision. And they are not splitting modules.
