No, the server is not the default gate for the phones.
The shown kea-config is not complete (options etc.) because the problem is not 
with the clients.
The server does not give IPs from the address range 192.168.23.0/24, even whe 
he is in 192.168.22.0/23.
I can see DHCP discover packets coming in from cisco phones and they  match the 
client class „CiscoPhone“ but dont get an IP
from  „subnet“: „192.168.23.0/24“.
