Hi Jean, no, usually MESA is not required. What you only need is the opengl32.dll and the glu32.dll (e.g. C:\Windows\System32). The graphics card driver should provide the latest versions for these files. The old version of the MinGW OpenGL headers is normal, that's the same on my system - the purpose of GLEW is to wrap the functions of OpenGL > 1.3. So I'd guess you have an old driver/ a conficting library or headers somewhere. Perhaps OpenGL 2.1 is not supported on your system ( some older Intel GMA Chipsets support only < 2.0 ).
A nice tool for troubleshooting is "GLview": http://www.realtech-vr.com/glview/download.html There you can check, which extensions are supported.
