Well, if there isn't copper (or jumpers) it's not a layer for me. And I pay less for the board. But obviously the board is not a moebius strip, so it has two sides :P > THT boards (and not only THT boards) that could be done on only one > *routing* layer, but this layer could be the back layer or the front layer. Another very important case is boards with THT on one side and SMD on the other. Countless power supplies are done that way. Either way, it's not a problem.
