I would like to put in my two cents here.
Before it was restricted to > 2 copper layers in the UI, I would set it
to one copper layer in order to enforce the one routing layer constraint
for freeroute.
Since that has changed, I now have to manually remove one of the layers
in the board file in order to force freeroute to only use one layer. If
there is a better way to do this, I'm all ears.
