At present there is a place in the files section where people can 
upload their components. It is a good idea to set up your own folder 
so only you can edit them but everyone has access to them. When you 
place new components here it is a good idea to announce it to the group.

As far as organising and maintainers are concerned I think it is too 
early to be considering such things. The group has only about 600 
members so far. Most people are busy using the software and probably 
do not have time for maintaining an open library.
