Actually you sort of interpreted it correctly, though your dimensions are not correct (the one marked 0.59 is a smidgen over 0.3mm). The distance from the oval pad (and the track connected to it) to everything else is >0.3mm, so why does it fail the DRC? It's the distance between the oval through-hole pad and the red surface mount pad directly above it that PCBNew is complaining about. That distance is 0.6mm, which is significantly greater than 0.3mm.
