Sorry that was my fault I missed out the ADD command.

Hover the mouse over the buttons and you will see the difference...

Add inserts the lib before the selected lib, Ins adds the lib after the
selected lib.

Hover the mouse over the buttons and you should see a short description.

Open eeschema, a blank project will do.
select preferences > library > Add   <<<<<<<<<< this is what I missed

Navigate to your new library and click open  

(open is on the file selector window that add opens up.)

If by Library formats you are referring to the Netlist formats list to
the left of the main library list selector, then that is to enable the
generated netlist to be read by other programs.  


The library path is if you store the libs somewhere else other than the
default.
