Maybe that small black box is a modem router that has it's own DHCP client and server. And maybe, that DHCP client is for acquiring a public IP address from the ISP and the DHCP server is for providing private IP address(es) to your computer(s). Anyone can confirm this? By the way, do you know if there is a web admin console for this small black box?
