As a student, I think I'm also credible in answering this question. Yes, make that at least 2 weeks. Honestly, I forgot most of the things about C. I last caught a glimpse of the language 6 years ago. That was back in highschool. So, I think I'll be disregarding the specific language factor. But other than that, I think I have a few words to say.
Considering that Ron's cousin is a freshman and would probably have a full load of 26-28 units, the group may probably pull it off in 2 weeks, assuming that the group is diligent on their schedule (many students I have come across so far tend to put off their projects the following day 'til it's near the deadline. Sometimes, I'm guilty of this.) and, yes, also if they already have a fixed specification in mind. And that would also be assuming that they are already quite familiar with the language's basic syntax and semantics. But yeah, with little experience on programming (and probably this might be their first project on creating a full working program), and other factors such as 5 to 6 other classes besides their major, I say make it at most 3 weeks including the documentation. Though 3 weeks is already too long enough (or is it?). But if we base that with the specific language, I'm not really sure exactly how long that would take.
