This is distinct from circ-menu.inc, the patron-context sidebar already converted, which only appears on pages tied to one patron. Same icon reused across analogous actions in different groups (e.g. "queue"/"to pull"/"awaiting pickup" share an icon between Holds and Recalls) to keep the icon-only collapsed view legible. Test plan: 1. No system preference changes required for the core menu (a few optional links -- Routing lists, On-site checkouts, Curbside pickups, Recalls -- only appear when their respective preferences are enabled). 2. Log in to the staff interface, click "Circulation" in the top navigation, then "Check-in" (or any other Circulation page). 3. Confirm the left sidebar (Check out, Check in, Holds, Transfers, Overdues, etc.) now shows an icon next to each link. 4.
