All issues addressed successfully except: "With `TransfersBlockCirc` off, and 'AutomaticConfirmTransfer` on, modal appears briefly but disappears before user interacts with it. Unsure if that's intended behavior of these two sysprefs together." On current main, if TransfersBlockCirc is off the modal is dismissed when one clicks anywhere outside the modal.
