One very minor inconsistency, not blocking: With TransfersBlockCirc and AutomaticItemReturn off, after closing the "Transfer now?" modal with Escape or clicking outside the modal, no transfer is created, but the row still shows the destination library and "Return to home library" in the Transfer to / Transfer reason columns. "No, don't transfer" clears them. This is a big upgrade to the check in page.
