Return send_attempts and retry_after from GetMessage and GetQueuedMessages, and show them in the delivery note column of the patron's notices tab: when a pending message will be tried again, and how many temporary failures it has had. Test plan: 1. prove t/db_dependent/Letters.t 2. Queue an email for a patron and make the SMTP server unreachable 3. Run misc/cronjobs/process_message_queue.pl 4.
