The Standing Committee's decision to make no further contact with the Duma came in response to a letter from the Duma Speaker, Gennady Seleznyov, the tone of which was declared "inappropriate" and "not acceptable" by the delegates. The Assembly had sought a meeting in mid-April with leaders of the Duma in order to discuss future relations between the Assembly and the Duma. On 27 March Mr. Seleznyov wrote to the Assembly�s Secretary General saying that such a meeting was "premature" and that the Duma would not resume relations with the Assembly unless NATO�s policy toward Yugoslavia "evolved in the right direction". That message contradicted the policy of the Russian Government, which resumed full relations with NATO on 15 March. Although the majority of Duma members support President Putin, Mr. Seleznyov belongs to the Communist Party. The Assembly's President Javier RUPEREZ said: "We are caught in the cross-fire of Russian politics. The Putin government resumed full relations with NATO on March 15, and the majority of Duma members support President Putin�s position. But Mr. Seleznyov and his friends appear to be ploughing the old anti-Western - and anti-Putin - policy."
