The Working-Class in National Industrialisation and Modernisation

Today, Vietnam jubilantly celebrates International Workers' Day, May
1, together with the working class
and labouring people the world over. In Vietnam, this event coincides
with the 25th anniversary of the
liberation of South Vietnam and national reunification. In the
revolutionary cause of the Party and the
nation, the working class has always upheld its revolutionary and
patriotic traditions, its leading role in
the society, being the mainstay of the worker-peasant-intellectual
alliance and in the great national unity,
and an immense strength for the success of the revolution.
Twenty-five years ago, in the nation's quest for independence, the
working class played a pivotal role.
Now the working class continues to take the lead in the cause of
industrialisation and modernisation for
Vietnam to become "a powerful nation with a prosperous people and a
fair and civilised society." This
represents the final goal of the process of renovation, and the
earnest aspiration of the people, for which,
millions of people laid down their lives in the protracted wars for
national salvation.
Under the leadership of the Communist Party, the pioneer of the
working class, in the past 15 years, the
country has recorded great achievements along the process of
renovation. This creates an impetus for
enhancing national industrialisation and modernisation. In the new
era of industrial development and high
technology, the working class will grow quantitatively and
qualitatively. Over the past years, with the
execution of multi-economic sectors towards a market mechanism with
State management and socialist
orientation, the number of workers and labourers in different
economic sectors has increased rapidly. The
central planning and state subsidy mechanism has largely been
eliminated and replaced with a dynamic
work style which is adaptable to the new mechanism and high technology.
However, problems remain among workers, especially in skills. Highly
skilled workers account for only
8%. Meanwhile, a sense of working discipline and industrial work
style remains low. Other bottlenecks
include the lack of class awareness, and a sense of competitiveness
in international markets, especially in
the process of regional and global integration. Accordingly,
unemployment still runs high with many
people still leading hard lives.
The Vietnamese revolution is at present experiencing both
opportunities and challenges. Together with the
entire population, the working class is shouldering the historic
mission of advancing in the cause of
national industrialisation and modernisation, turning Vietnam into an
industrial country by 2020. This
means that by then, Vietnam will have a modern technical-material
infrastructure, a relevant economic
structure, advanced production relationship, a developed culture with
strong national identity, an equitable
society, improved and well protected environment, and increasing
material and spiritual life of the people
while national defence and security are consolidated.
To this end, it is crucial to build up the working class
comprehensively with regard to "number and
quality, class awareness, educational qualifications and work skills,
an ability to apply new technology,
an industrial work style and a sense of discipline, high working
productivity and efficiency" as stipulated
in the resolution adopted at the 8th National Party Congress.
To meet the requirements of developing the working class for the
cause of national industrialisation and
modernisation, it is important for the trade unions - the social,
political organisation of the working class -
to renew its content, forms and methods of operation. Trade unions
should restructure personnel, get rid
of bureaucratic practices, and be more concrete in mass mobilisation
activities. All these changes will help
further unite the working class, through patriotic emulation drives,
to successfully implement the party's
guidelines and state policies and laws and to protect the legitimate
rights of the working people.
Developing strong trade union organisations will provide a firm
foundation for the Party and people's
administration.
Building up the working class to correspond to its mission of being
in the vanguard of national
industrialisation and modernisation remains a responsibility of the
Party, the State and the entire political
system, of each enterprise and individual worker and labourer, and
especially of the trade unions. Along
with investment in development, priority must also be given to
improving skills and working efficiency,
increasing knowledge for each worker to master advanced technology,
in order to manufacture highly
competitive products. Added to this, it is crucial to impart a high
sense of discipline and industrial work
style, self-reliance and creativity. At the same time democracy and
social justice should be practised
among workers and labourers who should be politically qualified and
well aware of the role of the
working class in the new stage of development. From the workers and
labourers' revolutionary activities,
outstanding people will be chosen to add to the Party line-up, to
further strengthen the fighting spirit and
the nature of the working class of our Party and State.
