10th Plenum of Party Central Committee Opens The 10th plenum of the eighth
Central Committee of the Communist Party of Vietnam (CPV) opened in Hanoi
on June 26. Advisors to the CPV Central Committee Do Muoi, Le Duc Anh, and
Vo Van Kiet attended the plenum. The plenum observed a minute of silence in
memory of former advisor to the CPV Central Committee, Pham Van Dong. After
an opening speech by Party General Secretary Le Kha Phieu, Nguyen Phu
Trong, Politburo member of the CPV Central Committee, delivered a Politburo
report on four major issues in the draft document to be submitted to the
upcoming ninth CPV National Congress. Nguyen Van An, Politburo member of
the CPV Central Committee, on behalf of the Document Compiling Board,
presented a report on supplementing and revising the Party Rules to be
submitted to the ninth CPV Congress. The ninth plenum of the CPV CC, held
last April, considered and gave opinions on the draft documents to be
forwarded to the coming Congress and assigned the Politburo and its boards
to make preparations for in-depth discussions on four major issues at the
current session. At this plenum, the Politburo clarified the contents of
the four major issues as follows: 1 - Assessment of the international and
domestic situation: opportunities, challenges and threats; 2 - Ownership
regime and economic sectors; 3 - Independent and self-reliant economy and
international integration; and 4 - Orientation, tasks and solutions for
Party building in the new situation. Proceeding from the conclusions made
at the current plenum, the sub-boards will continue completing the draft
documents to be sent to meetings of Party committees at different levels.
During the plenum, the CPV CC will discuss and give opinions on draft
documents and reports on supplementing and revising the Party Rules and on
the country's socio-economic development orientation for submission to the
ninth National Congress of the Communist Party of Vietnam scheduled for the
first quarter of 2001.
