The 26th communique of the National Assembly

The National Assembly held a plenary meeting on June 27.

In the morning, NA deputy chairman, Mai Thuc Lan chaired the meeting on a
personnel matter. 
Resignation and election of new NA chairman:
Regarding to resignation:

NA deputy chairman Mai Thuc Lan, on behalf of the NA Standing Committee,
presented a report on the resignation of NA chairmanship proposed by Mr Nong
Duc Manh. Next, NA Chairman Nong Duc Manh delivered a speech.

NA chairman Mai Thuc Lan read a report on a proposed list of the Vote
Counting Committee. The NA voted and passed the list of the Vote Counting
Committee with NA deputy Tran Huy Nang from Haiphong as head of the
committee. 

The NA voted on resignation.

Mr Tran Huy Nang, head of the Vote Counting Committee reported the results.
The NA agreed on Mr Nong Duc Manh�s resignation as NA chairman.

Regarding to election:

NA deputy chairman Mai Thuc Lan, on behalf of the NA Standing Committee,
presented a statement on the introduction of Mr Nguyen Van An to be a
candidate for NA chairmanship.

The NA discussed, no one stood for the election of NA chairman and no more
candidates were introduced so the NA agreed to introduce Mr Nguyen Van An
for NA chairmanship election.

The NA voted for NA chairmanship.

Mr Tran Huy Nang, head of the Vote Counting Committee, reported the result.
The NA agreed to elect Mr Nguyen Van An as the NA chairman. Former NA
Chairman Nong Duc Manh presented flowers and greeted Mr Nguyen Van An. Mr
Nguyen Van An delivered a speech and presented flowers to Mr Nong Duc Manh.
Ratification of State president�s proposal on members of the Defence and
Security Council.
State President Tran Duc Luong presented a statement on members of the
Defence and Security Council.

The NA voted on ratification of the president�s proposal.

Mr Tran Huy Nang, head of the Vote Counting Committee, reported the result.
The NA agreed to pass the Resolution on Mr Nguyen Van An�s holding the post
of member of the Defence and Security Council, replacing Mr Nong Duc Manh.
Ratification of prime minister�s proposal on the resignation and appointment
of some ministers.
On resignation: 

Prime Minister Phan Van Khai presented a proposal on the resignation of Mr
Nguyen Khoa Diem from his post of minister of culture and information.

The NA voted on its approval of the resignation.

Mr Tran Huy Nang, head of the Vote Counting Committee, reported the result.
The NA agreed to pass the Resolution of ratification of the prime minister�s
proposal to relieve Mr Nguyen Khoa Diem of the post of minister of culture
and information, so that Mr Diem could take up another task.

On appointment: 

Prime Minister Phan Van Khai presented a proposal on the appointment of the
posts of minister of culture and information and minister, head of the
National Committee of Physical Education and Sports.

The NA voted for ratification.

Mr Tran Huy Nang, head of the Vote Counting Committee, reported the result.
The NA agreed to pass the Resolution of ratification of the prime minister�s
proposal to appoint Mr Pham Quang Nghi, member of the Party Central
Committee and former secretary of Ha Nam province Party Committee as
minister of culture and information and Mr Nguyen Danh Thai, deputy head of
the National Committee of Physical Education and Sports to hold the post of
minister, head of the National Committee of Physical Education and Sports.

In the afternoon, under the chairmanship of NA deputy chairman Vu Dinh Cu,
the NA continued to discuss the investment policy to build Son La
Hydro-electric Power Plant.

Eleven deputies from 11 provinces and cities contributed their opinions.

The deputies� opinions focused on some issues: the necessity to build the
Son La Hydro-electric Power Plant; the selection of different projects
(high, low, small); the security coefficient of the project; the combination
of objectives (electricity supply, flood prevention and water supply); the
resettlement of local people; the mobilisation of capital sources.

NA deputies discussed in groups on the Draft Law of Amendments of and
supplements to some of the articles of the Labour Code and the Draft Law on
Social Insurance on June 28.

Speech by NA Chairman Nong Duc Manh

The Ninth National Congress of the Communist Party of Vietnam and the
Central Committee of the Party trusted and assigned me the post of general
secretary of the Central Committee of the Party. I understand the assignment
as an honour and a heavy task that the Party and the people have given me.
In order to fulfil the task of the general secretary, I proposed to the
Standing Committee of the National Assembly my regisation from the post of
chairman of the National Assembly.

The Standing Committee accepted my proposal and submitted it to the NA,
allowing me to not hold the post as the National Assembly chairman.

Distinguished deputies,

I was voted Chairman by the deputies of the Ninth and Tenth Tenures of the
National Assembly and I have spared no efforts to carry out my job, together
with the Standing Committee, other committees of the National Assembly and
deputies to improve the quality and effectiveness of the work. With gradual
and firm renovation on content and method of work, the National Assembly has
achieved important results in the implementation of its tasks as stated by
the law and is gaining more support from the people. The National Assembly
meetings have become political activities throughout the country. These
results contribute greatly to the important achievements of the doi moi
(renovation) process, bringing the country onto the socialist path, which
the Party and Uncle Ho and our people have chosen.

We understand very deeply that the achievements gained by the national
assembly, in which my role as the chairman, comes from the experience and
fruit of labour of the previous tenures of the National Assembly and the
leadership of my predecessors. It is also thanks to the wholehearted work of
the deputies and regular co-operation of the government, its agencies, the
Fatherland Front and other organisations under the leadership of the Party,
the concern, support and supervision of the people and voters throughout the
country toward the activities of the National Assembly.

On this occasion, from the bottom of my heart, I would like to express my
sincerest thanks to the leaders of the Party, the State, the Central
Committee of the Vietnam Fatherland Front, members of the Fatherland Front,
revolutionary veterans, members of the National Assembly standing committee,
committees of the National Assembly, National Assembly deputies, the
government and other justice agencies, sectors and branches, the press and
other mass media organisations, the people and voters nationwide, Vietnamese
people residing overseas, parliamentary organisations in the region and the
world and international friends for their invaluable help and support to the
National Assembly of Vietnam and to myself over the past time.

Distinguished deputies,

Ten years working with the team of the National Assembly Standing Committee,
the Nationalities Council and other committees of the National Assembly and
National Assembly deputies has become a very meaningful time of my life.
Each of my accomplishments is the work and talent of the whole team, the
support, encouragement of voters nationwide. Difficulties, challenges, and
undone works were shared by each member of the team. Your feelings
encouraged and pushed me forward to live up to your trust. However, with the
increasing demand of the work from the activities of the National Assembly,
I know that I have to try much harder to live up to your expectation.

Now, as the Party requires more time and energies, I request your approval
of allowing me to resign as the chairman of the National Assembly. I
strongly believe that the National Assembly deputies will choose a new
chairperson with adequate virtue and talent to take the honourable role.

In my new position, together with other leaders of the Party and the State,
I will work shoulder-to-shoulder with the new chairperson of the National
Assembly and deputies to build our National Assembly into an even more
effective one, living up to the trust and expectation of the people, joining
force with the whole Party, the whole people and the army to build our
country into "a Vietnam of national independence in close association with
the socialism" and a "rich people, strong country, equal, democratic and
civilised society."

I would like to wish the leaders of the Party, the State, National Assembly
deputies and distinguished guests good health, completing all the tasks
assigned by the people.

NA chairman-elect Nguyen Van An's
inauguration speech

First of all, I would like to thank the National Assembly (NA) deputies for
electing me as NA chairman.

I am deeply aware that this is a great honour and also a heavy
responsibility and, for me, a new task. Therefore, I hope to receive support
and assistance from NA deputies, close co-operation from members of the NA's
Standing Committee, regular collaboration from relevant agencies and
organisations; concern and support of the voters and people across the
country. These will help me fulfil the heavy responsibility assigned by the
NA. 

Achievements and experiences gained by the NA during the recent past,
including the great contribution made by former NA Chairman Nong Duc Manh,
my predecessor, are very valuable.

In the new post, I will do my utmost in order to, together with NA deputies,
voters and people nationwide, build NA, the country's highest body of power,
which will better implement its function, tasks and duties.

New NA chairman's biography

Nguyen Van An was born on October 1, 1937 in My Tan commune, Nam Dinh
northern province. 

1954-1960: worker of the Hanoi Power Plant and deputy secretary of the
plant's Youth Union.

1961-1967: two-year study in Vietnam and then five-year study in the former
Soviet Union. Member of the Party Committee of Vietnamese Students in the
former Soviet Union.

1967-1969: working for Hanoi Electricity Company.

1970-1973: deputy Director of Nam Ha Electricity Company and alternate
member of the provincial Party Committee.

1974-1976: study at the Nguyen Ai Quoc Party Institute.

1976-1980: vice chairman of the Ha Nam Ninh province's People's Committee
and then secretary of Nam Dinh City's Party Committee.

11/1980-1987: deputy secretary of Ha Nam Ninh Province's Party Committee and
chairman of the provincial People's Committee, deputy to the Seventh
National Assembly and member of the NA Economic Planning and Budget
Commission. 

Alternate member of the Party Central Committee at the Fifth National
Congress, secretary of Ha Nam Ninh province's Party Committee (1982) and
full member of the Party Central Committee at the Sixth National Congress
(12/1986). 

1987-6/1996: Deputy director of the Party Central Committee's Organisational
Commission. 

Member of the Party Central Committee at the Seventh National Congress
(6/1991). 

6/1996-4/2001: elected to the Party Central Committee and its Politburo at
the Eighth National Congress, director of the Party Central Committee's
Organisational Commission and deputy to the 10th National Assembly.

4/2001: member of the Party Central Committee and its Politburo and
secretariat of Ninth National Congress. Director of the Party Central
Committee's Organisational Commission.

27/6/2001: elected chairman of the National Assembly at the ninth session of
the 10th National Assembly.
