WEDNESDAY AUGUST 30 6:00 p.m. U.S. CONSULATE, 360 UNIVERSITY AVE., TORONTO On August 30, President Clinton arrives in Bogota, Colombia. The trip's main purpose will be to promote the U.S. government's "Plan Colombia," including US$1.5 billion in additional military aid and more US personnel under the phony pretext of enforcing Washington's "war on drugs." In reality, this "Plan" is part of U.S. military strategy to intervene in the internal conflict on the side of the Colombian oligarchy, its state, armed forces and their paramilitary gangs, and to carry out a US-organized counter-insurgency campaign under cover of fighting the narco-traffickers. "Plan Colombia" will result in more torture, repression and massacres of the unarmed civilian population by the Colombian army and right-wing death squads.
