US Interference in China's Internal Affairs Slammed
China said Monday that a US Congress act has
interfered its internal affairs under the pretext of
the Taiwan, human rights and Tibet issues and
expressed strong discontent and firm opposition.
Chinese Foreign Ministry spokesman Zhu Bangzao said
the US Senate and House of Representatives,
regardless of the resolute opposition of China, have
recently passed the act on making appropriations for
foreign operations for the fiscal year ending
September 30, 2001.
He pointed out that the act contains anti-China
provisions, grossly interfering in China's internal
affairs and undermining China's interest under the
pretext of the Taiwan, human rights and Tibet issues.
China has lodged solemn representations to the US,
the spokesman said, adding that China urges the US to
earnestly implement the three Sino-US Joint
Communiques and the basic norms of international
relations and to stop interfering in China's internal
affairs under the same pretext.
China also urges the US authorities to oppose the
anti-China provisions shrined in the act, and take
effective measures to prevent the act from becoming
law.

National Air-Defense Meeting Held
The Fourth National Conference on the People's Air
Defense was held Monday, focusing on China's efforts
in this field over the past five decades, especially
since late 1970s, when the country launched its
reform, opening and modernization drive.
Present at the conference were Chi Haotian, vice
chairman of the Central Military Commission (CMC) and
defense minister, Wang Zhongyu, state councilor, and
Fu Quanyou, a CMC member and Chief of the General
Staff of the Chinese People's Liberation Army (PLA).
Both Chi and Wang addressed the meeting, recalling
the great achievements in the development of the
country's air defense as well the sector's future
prospects.
At the meeting, 32 cities, 127 units and 300
individuals were rewarded by the National Defense
Mobilization Committee for their contribution to the
effort.

China's Astronaut Expected to Enter Outer Space Early Next Century Hu
Hongfu, deputy executive general manager of China Aerospace Science and
Technology Group Company, indicated at the news briefing on the
International Aviation show, which was held in Guangdong Province's Zhuhai
on November 5, that China is working hard to send its astronauts into the
outer space early next century after conducting several more unmanned
spaceship tests by China's Manned Astro-engineering.
Hu said that since China's manned space-flight project was implemented in
1992, it has surmounted a great deal of major technological difficulties
and mastered many new technologies and techniques. On November 20 last
year, the experimental spacecraft "Shenzhou" was launched for the first
time and successfully returned on November 21 which marked a significant
breakthrough in China's manned airspace technology. The main purpose of the
launch is to prove the correctness of the overall design of the rocket and
spaceship and the reliability of their technological performance. It is a
technological experiment. New contents will be constantly added to future
experiments.
In answering the question about when Chinese astronauts will be sent to the
outer space, Hu said that manned space flight is a systematic project
involving great difficulties in technology and in coordinating actions, and
covers a broad field. Manned space flight must ensure the perfect safety of
the astronauts and an extremely high requirement must be set to its
reliability. The former USSR conducted five unmanned spaceship tests before
it sent Yuri A. Gagarin to the outer space. The United States did the same
only after carrying out eight tests. Therefore, China must also perform a
number of unmanned spaceship tests before it can finally achieve a
historical breakthrough in manned astro-technology.
