                       Senior Chinese, Russian Military Leaders on Bilateral
                       Cooperation

                       China hopes to maintain a good momentum in the
                       development of Sino-Russian military relations with
                       the joint efforts of both sides, said Fu Quanyou,
                       chief of General Staff of the Chinese People's
                       Liberation Army (PLA) November 14 in Beijing.

                       Fu, also a member of the Central Military Commission,
                       said that Sino-Russian relations have developed
                       smoothly in recent years,

                       referring to the frequent exchange of visits between
                       the leaders of the two countries and the expansion of
                       cooperation in all fields.

                       He made the remarks in a meeting with Valeri Manilov,
                       first deputy chief of general staff of the Russian
                       armed forces. Manilov is here attending the fourth
                       round of meetings between the headquarters of PLA
                       general staff and the Russian armed forces.

                       Fu noted that the PLA has attached importance to
                       developing the friendly relations with its Russian
                       counterparts, and the armed forces of the two
                       countries have cooperated in all fields in recent
                       years.

                       Manilov said that the meetings between Chinese and
                       Russian armed forces are an important component in
                       the relations between Russia and China, focusing on
                       cementing the common grounds reached by the leaders
                       of the two countries and safeguarding world peace,
                       stability and security.

                       He noted that Russia has valued its relations with
                       China, and hopes to promote the cooperation between
                       the armed forces of the two countries.

                       Russian FM Visits Iraq to Boost Relations

                       Russian Foreign Minister Igor Ivanov arrived in
                       Baghdad November 13, becoming the first Russian
                       foreign minister to visit the country since 1994.

                       Upon arrival, Ivanov told the official Iraqi News
                       Agency (INA) that during the visit, he will hold
                       talks with Iraqi leaders and officials on a number of
                       issues, including means to boost bilateral relations
                       "in all fields." He will also convey a letter,
                       concerning bilateral ties and the current situation
                       in the Middle East, to Iraqi President Saddam Hussein
                       from Russian President Vladimir Putin.

                       He reiterated Russia's call for lifting the
                       decade-old UN sanctions on Iraq. "It is time to end
                       the sanctions and stop the suffering of the Iraqi
                       people."

                       Russia, a key ally and the most important trade
                       partner of Iraq, has been appealing for removal of
                       the sanctions on Iraq, which were imposed for its
                       invasion of Kuwait in 1990.

                       Meanwhile, Russia has reportedly said that it is
                       willing to play a mediating role to end the
                       standstill between Baghdad and UN weapons inspectors.

                       Iraq has been refusing to cooperate with UN weapons
                       inspectors since December 1998 when the United States
                       and Britain launched air strikes against Iraq.

                       It rejected the UN Security Council resolution 1284
                       on December 17 last year aiming at resuming the arms
                       inspections by the UN Monitoring, Verification and
                       Inspection Commission (UNMOVIC).

                       Under relevant UN Security Council resolutions, the
                       crippling economic sanctions can not be lifted until
                       the UN arms inspectors certify that Iraq is free of
                       weapons of mass destruction.

                       Iraq is the first leg of Ivanov's Middle East tour,
                       which will also take him to Egypt, Israel, the
                       Palestinian territories, Saudi Arabia, Qatar, Jordan
                       and Kuwait.

                       Putin Arrives In Mongolia for State Visit

                       Russian President Vladimir Putin arrived in Ulan
                       Bator November 13 for a two-day visit to Mongolia at
                       the invitation of his Mongolian counterpart Nachagyn
                       Bagabandy.

                       During his stay, Putin will hold talks with Bagabandy
                       on the promotion of bilateral relations in the new
                       century. The two sides are also expected to sign a
                       Ulan Bator Declaration.

                       Putin will also meet with Chairman of the Mongolian
                       State Great Hural (parliament) Lhamsurengyn Enebish
                       and Mongolian Prime Minister Nambaryn Enkhbayar.

                       After his visit to Mongolia, Putin will fly to Brunei
                       for the upcoming APEC forum.

                       China, Cambodia Ink Seven Documents

                       China and Cambodia signed in Phnom Penh Monday seven
                       documents to boost bilateral cooperation.

                       Visiting Chinese President Jiang Zemin and his
                       entourage, Cambodian King Norodom Sihanouk, Prime
                       Minister Hun Sen and other senior officials attended
                       the signing ceremony.

                       Chinese Vice Premier Qian Qichen and Cambodian Deputy
                       Prime Minister Sar Kheng signed the China-Cambodia
                       Joint Statement on the Framework of Bilateral
                       Cooperation.

                       Relevant departments of the two countries also signed
                       two inter-governmental agreements on bilateral
                       economic and technological cooperation and on the
                       formation of China-Cambodian economic and trade
                       cooperation committee.

                       Chinese and Cambodian officials also exchanged
                       letters for providing material assistance for the
                       working team of King Sihanouk, a charitable
                       department in charge of disaster reduction and other
                       welfare affairs, and for extending period of use of
                       Chinese governmental preferential loans to Cambodia.

                       Agricultural ministries of the two countries signed a
                       memorandum of understanding for agricultural
                       cooperation.

                       The two countries also exchanged letter of
                       notification for the China-Cambodia Repatriation
                       Pact.

                       Senior Chinese, Russian Military Leaders Meet

                       The fourth round of meetings between the headquarters
                       of general staff of the Chinese People's Liberation
                       Army and the Russian armed forces was held November
                       13 in Beijing.

                       Xiong Guangkai, deputy chief of general staff of the
                       PLA, and Valeri Manilov, first deputy chief of
                       general staff of the Russian armed forces, co-chaired
                       the meeting.

                       The two sides had a candid and in-depth exchange of
                       views on the international and regional security
                       situation, the defense policies and military building
                       of the two countries, and other issues of common
                       concern. The meeting was held in a friendly
                       atmosphere and the two sides reached broad consensus.

                       They agreed that the system of meetings between the
                       two military departments has been running well.

                       The two sides acknowledged that the system has played
                       a positive role in strengthening the mutual exchange,
                       understanding and support between them, in
                       consolidating the friendly cooperation between the
                       two militaries, and in enhancing the strategic
                       partnership of cooperation between the two countries.

                       The two sides decided that the next round of meetings
                       will be held in Russia in 2001.

                       Bangladesh Reiterates Support to China on Taiwan
                       Issue

                       Bangladeshi President Shahabuddin Ahmed Monday
                       reiterated Bangladesh's support to the Chinese
                       government on the Taiwan issue, hoping China will
                       achieve reunification as soon as possible.

                       Meeting with a visiting Chinese military delegation
                       led by General Fang Zuqi, Political Commissar of
                       Nanjing Military Command, the president pointed out
                       that the some forces are plotting independence of
                       Taiwan, which poses a big threat to the global peace
                       and stability.

                       Calling for political leaders in Taiwan to resume
                       talks with the mainland government, Shahabuddin
                       believed that Taiwan will ultimately return to the
                       motherland.

                       Recalling the traditional friendship between
                       Bangladesh and China, the president said the further
                       development of the Sino-Bangladesh relationship will
                       contribute to the regional and global peace and
                       stability.

                       Noting at the meeting that China and Bangladesh share
                       common ground on many outstanding international
                       issues, General Fang Zuqi expressed his gratitude to
                       the president for Bangladesh's consistent support to
                       the Chinese government on Taiwan, Tibet and human
                       rights issues.

                       Taiwan is an inalienable part of Chinese territory,
                       once Taiwan declares independence, or is invaded by
                       foreign countries, or the leaders of Taiwan refuse to
                       hold talks for a long period, the Chinese government
                       will use all necessary means to achieve
                       reunification, the general stressed.

                       The Chinese military delegation also held talks with
                       Chief of Army Staff Muhammad Mustafizur Rahman Monday
                       morning. The cooperation between the two armies in
                       training support, material support and assistance in
                       modernization and upgrade of equipment and armaments
                       was discussed during the talks.
