Xinhua Commentary on Dalai's Abortive Plot
Xinhua News Agency published a commentary titled "Hypocritical Face and
Bloody Nature" Friday, condemning the Dalai clique for its conspiracy to
coerce a young Tibetan lama into committing suicide through self-immolation.
This situation has once again exposed the hypocritical nature of the Dalai
Lama as a "guardian of human rights" and his belief in "nonviolence,"
comments an unnamed Xinhua reporter.
It is common knowledge that in old Tibet, under the reign of Dalai, serfs,
who made up 95 percent of the Tibetan population, did not own any farmland,
grazing land or property. Of these serfs, five percent were slaves who had
no personal freedom, according to the commentary.
The old Tibet was a place with few human rights in the world, while the
Dalai Lama was the most powerful serf-owner, who not only had deprived the
masses of serfs of their personal freedom but also was free to deprive serfs
and slaves of their lives, the commentary says.
In 1959, the Dalai clique led an armed rebellion and carried out activities
to split the motherland in order to safeguard serfdom, which was a practice
similar to that in the Middle Ages in Europe, the commentary says.
Since then, the Fourteenth Dalai Lama and his separatist group have used
various means and ways to spread a succession of rumors aimed at splitting
the motherland, it notes.
The commentary said that in recent years, the Dalai Lama and his separatists
have been trying to sway international opinion and influence well-meaning
people, disguised as a "guardian of human rights" and waving the banners of
"peace" and "nonviolence" in the international arena. But rumors can't cover
up the facts, it stressed.
The Dalai Lama and his group have never considered the peace and welfare of
the Tibetan people or the development of Tibet; on the contrary, they have
tried every way possible, even sacrificing the life of a Tibetan compatriot,
to cling to their rule over Tibetan people and to once again deprive Tibetan
people of their basic human rights, the commentary noted.
The bloody, abortive self-immolation incident masterminded by the Dalai
Clique has once again made the public clearly see that underneath the
hypocritical face of the "guardian of human rights, " the fourteenth Dalai
Lama is hiding his savage nature that allows him to cruelly waste human
life, endanger society, trample on human rights and split the motherland, it
said. 
The Xinhua commentary warned that it is absolutely impossible for the Dalai
and his separatist clique to succeed in their attempts to curb the
development of Tibet and split the motherland, no matter what masquerade
they try to play.

Dalai Clique's Spies Caught, Plot Crushed
China's state security departments recently arrested Tugyi, one of the two
spies sent to Tibet
<http://english.peopledaily.com.cn/data/province/tibet.html>  by the exiled
Dalai Lama's clique, and now the exiled separatist group's conspiracy to
create a self-immolation incident in the Tibet Autonomous Region has been
completely crushed, according to official sources.

On July 25, 2000, Tugyi and, Cengdan Gyaco, both spies of the Dalai Clique,
crossed the Sino-Nepal <http://english.peopledaily.com.cn/data/nepal.html>
ese border. On orders of the " security ministry" of the Dalai Clique,
Cengdan Gyaco was to set himself on fire on the square of the Johkang
Monastery in Lhasa, the regional capital, while Tugyi would videotape the
whole self- immolation process before sending the film to the UN Human
Rights Conference.

After the two spies sneaked into Xigaze Prefecture, Cengdan Gyaco was soon
captured by local security department. But Tugyi fled and went into hiding.
However, he was caught also by the local security department on May 5, this
year.

Cengdan Gyaco, also known as Rinzin, was previously a Tibetan lama. He was
born in 1969 in Hebei Township, of Hainan Tibetan Autonomous Prefecture,

Province. He confessed he was instigated by the Dalai Clique to flee to
India <http://www.peopledaily.com.cn/english/data/india.html>  in 1999 and
participated in a hunger strike organized by the Dalai Clique.

But a member of the Dalai Clique and the organizer of the hunger strike
repeatedly told Cengdan Gyaco and other participants that a hunger strike
would not be enough to accomplish the cause of separating Tibet from China,
and they should set themselves ablaze in front of the Chinese embassy in
India.

When Cengdan Gyaco consented, the organization worked out a four-point
"announcement", including asking for the "release" of " the tenth
reincarnated Panchen designated by Dalai" and let Cengdan Gyaco read it
before his self-immolation, which would be videotaped. Gyaco was also told
that the exiled "government" would hand over the tape to the UN conference
after he burned himself.

While Cengdan Gyaco was preparing his self-immolation, the officials with
the so-called "security ministry" of the Dalai Clique came to him and
convinced him that the impact of a self- immolation act overseas would be
limited, but that if he set himself on fire within the territory of the
Tibet Autonomous Region, it would have a more powerful effect and help the
United Nations to recognize the "Tibet Issue."

The secretary-general of the "security ministry" also met with Cengdan
Gyaco, sent special people to train him into a spy, and directed him to set
himself ablaze on the square of the Johkang Monastery in Lhasa.

Cengdan Gyaco then went to the reception office of the Dalai Clique in
Nepal, with the direction of the secretary-general of the "security
ministry." The office head gave him 400,000 Nepalese rupees and let him read
the four-point "announcement" again. This was videotaped.

On January 13, 2001, the Intermediate People's Court of Lhasa City, in the
first instance of trial, charged Cengdan Gyaco with agitating separatism and
espionage and sentenced him to a 8-year imprisonment and deprived him of
political rights for three years.

Cengdan Gyaco confessed all the guilt and expressed regret for his action.
Tugyi has also confessed his crimes and his case is under further
investigation.

Seoul: Set up Inter-Korean Business Arbitration Committee at Early Date
Seoul Friday urged for the establishment of an inter-Korean arbitration
committee to settle business disputes in accordance with four inter-Korean
agreements. 
In a letter to the Democratic People's Republic of Korea through the truce
village of Panmunjom, South Korean Vice Finance and Economy Minister Kim
Jin-pyo said the two sides should establish the committee and strike an
agreement on its scope of operations.
The inter-Korean committee should consist of 30 legal experts from each of
the two sides and start operation, Kim said.
In the letter, Kim also called for early designation of a settlement bank
for implementation of the agreement and asked for opening the inter-Korean
economic cooperation committee at the earliest day to discuss the
implementation of the four inter-Korean economic cooperation treaties.
Seoul and Pyongyang signed the four agreements for economic cooperation at
the fourth inter-Korean ministerial talks held in Pyongyang on December 16
last year, agreeing to set up the arbitration committee within six months.

In a video-taped address released on Friday to mark his first year in
office, Chen renewed overtures to the mainland, offering to hold talks with
Jiang on a range of issues, including lifting a decades-old ban on direct
trade and transport links.

In past APEC meetings, Taiwan was only represented by a "cabinet minister"
or a business leader.

US, British Jets Drop Incendiary Bombs in Northern Iraq: Spokesman
The warplanes of the United States

patrolling the northern no-fly zone in Iraq

the town of Tallafar in Iraq's northern Neiveva Province with incendiary
bombs. 

In a statement carried by the official Iraqi News Agency (INA), an Iraqi
military spokesman said that at 12:00 local time (0800 GMT), the U.S. and
British jets taking off from their bases in Turkey
<http://www.peopledaily.com.cn/english/data/turkey.html>  bombed northern
Iraq while patrolling the northern no-fly zone.

However, the spokesman did not mention if the bombing caused any casualties
or property damage.

He also said that at 09:00 local time (0500 GMT), US and British planes
coming from Saudi airspace made four armed sorties over the southern no-fly
zone. 

Iraqi air defense artillery opened fire at the planes and forced them to
flee to their bases in Turkey and Saudi Arab

Iraq has been targeting the U.S. and British aircraft patrolling the two
no-fly zones in northern and southern Iraq with surface-to- surface missiles
and anti-aircraft artillery.

The U.S. and British planes have been enforcing the no-fly zones set up in
the wake of the 1991 Gulf War with the claimed aim of protecting the Kurds
in the north and the Shiite Muslims in the south from the forces of Iraqi
President Saddam Hussein.

Iraq does not recognize the zones for lack of authorization from the United
Nations.

China Overhauls Foreign Trade Laws, Regulations
China is overhauling its laws and regulations concerning foreign trade in
order to get fit for the standards of the World Trade Organization (WTO),
said a senior official with the Ministry of Foreign Trade and Economic
Cooperation on Friday.
Zhang Yuqing, head of the ministry's department of law and regulations, said
China is making it a top priority to establishing a uniform, just, and open
legal framework in the field of international trade and business
administration, which is necessity of the country's entry into WTO and a
guarantee for continued stable economic development.
Zhang made the remarks at a Round Table Discussion on China's WTO Accession
by International Experts, held here at Shanghai.
Zhang said that his ministry has so far counted the related legal documents
and made the necessary amendments or abrogation.
Statistics show that the country had 1,413 pieces of legal documents related
to foreign trade, including six laws, 164 administrative rules, 887
regulations formulated by government departments, and 191 bilateral
agreements by the end of January this year. Of the total, 114 administrative
rules and 459 regulations are to be abolished.
According to the official, the ministry will also formulate 26 new
regulations and strengthen the inspection and direction on various sectors
under cooperation with other government departments.
