Dutch parliament approves U.S. use of
Caribbean air bases for war on drugs

THE HAGUE, Netherlands -- The Dutch parliament
endorsed a treaty Tuesday allowing U.S. aircraft to
use Dutch bases in the Caribbean as staging areas
against the drug barons of South America. 
The vote came after Foreign Minister Jozias van
Aartsen spoke to the legislature Monday to calm
objections from some political parties that the treaty
could draw the Netherlands too deeply into U.S.
military operations and perhaps involve it in
Colombia's civil war. 
As the treaty was debated, dozens of activists from
political youth organizations demonstrated against the
motion, and some poured a red liquid on the carpet at
the entrance to the parliament building. Police
detained 14 people. 
The treaty was concluded 15 months ago on the
Caribbean island of Aruba. It allows U.S. aircraft to
use facilities in Aruba and Curacao for surveillance
flights. The two islands are autonomous areas within
the Dutch kingdom, whose foreign affairs are
controlled from the Netherlands. 
The staging centers have been denounced by nearby
Venezuela, which says they fall within its security
zone. 
In the parliament debate, representatives from the
islands said they had no objections to the landing
rights accorded to the U.S. planes, which bring
millions of dollars in government payments and from
the personnel based there.
