TIMOTHY BANCROFT-HINCHEY: BALKANS: EU IRRITATION GROWS WITH USA

There is growing tension between the European Union and the USA after US
diplomat Robert Frowick brokered a secret deal between the Albanian
terrorist faction (NLA) and the two Albanian political parties in the
fledgling Government of National Unity of Macedonia.
Mr. Frowick works for the Organisation for Security and Co-operation in
Europe, but it has been stated by senior diplomatic sources in the EU that
it would have been impossible for him to negotiate with the Albanians
without the cover of the US State Department or other US entities. However,
all official departments in the USA have disowned Mr. Frowick.
The connection between the US Congress and the Albanians has long been known
and the interference of Mr. Frowick, behind the backs of his European
partners and the Slav parties in the Macedonian government, nearly created a
rift in Skopje which could have sent the armed conflict in Macedonia into
full-scale civil war.
This would come in line with what can be identified easily as the main
guidelines of US foreign policy  destabilise through armed conflict, sell
weapons, loan money and create economic dependence. However, Javier Solana
managed to salvage the government of National Unity with a joint declaration
reneging the accord which Mr. Frowick had brokered. This was the Prizren
Document, signed on 22nd May, which sought to find a consensus between the
armed Albanian terrorists of the NLA and the Albanian political parties in
Skopje, without taking into account the position of the two Slavic
Macedonian parties, which represent 66% of the population of Macedonia.
Mr. Solana stated that The status of the Prizren document in question is no
longer relevant.
Yet again, a case of intrusion, an attempt to create instability. Yet again,
a case of a total lack of understanding of the real issues involved on the
ground in a foreign theatre of war. US foreign policy these days lurches
from one disaster to the next. It is reminiscent of a Laurel and Hardy
movie, with Laurel saying Thats another fine mess you got me into,
Stanley!
