The National Assembly (NA) deputies yesterday held group discussions on the
Son La hydro-electric power project and amendments of and supplements to
some articles of the 1992 Constitution.

During the discussion, most of NA deputies expressed their agreement to the
great and comprehensive significance of the Son La hydro-electric power
project. They all agreed on the necessity to build the Son La plant which
aims at increasing energy, preventing flooding and providing water for a
large area. 

As for the amendments of and supplements to the 1992 Constitution, NA
deputies held that the amendment should focus on the State apparatus in
order to ensure a more streamlined, purer, stronger and more effective State
apparatus. 

Several deputies contributed their ideas on the model of the organisation of
the local administration; the organisation and operation of the People's
Court and the People's Procuracy.

Opinions contributed by NA deputies will help create a basis for the
Amendment Committee of the Constitution to map out a draft document of the
amended and supplemented Constitution.

Vietnam, Cuban to strengthen trade tiesPrime Minister Phan Van Khai welcomed
Cuban Minister of Light Industry Jesus Peres Othow's opinion on
strengthening business co-operation between the two countries, particularly
in the leather shoes, textile, and garment industries.

PM Khai received Mr Othow at the Government Office in Hanoi on June 20.

He spoke of Vietnam's eagerness to co-operate with Cuba in the
above-mentioned industries, and noted that the two sides should co-operate
effectively for mutual benefit, thus contributing to the further development
of traditional friendship and co-operation between the two countries.

Industry Minister Dang Vu Chu was also present at the reception.

Mr Othow noted that economic and commercial ties between the two countries
have not yet met their potentials. (VNA)

Vietnam's Revolutionary Press Day marked

Minister of Culture and Information Nguyen Khoa Diem, Politburo member of
the Party Central Committee and chairman of the Party Central Committee's
Ideological and Cultural Commission, praised the great achievements of press
agencies throughout Vietnam over 15 years of renovation, actively
contributing to the comprehensive renovation of the country.

During his meeting with leading officials of press agencies on June 19 on
the occasion of the 76th anniversary of Vietnam's Revolutionary Press Day
(June 21), Minister Diem asked Vietnamese journalists to constantly define
clearly their position and the aim of their work. Mr Diem pointed to
weaknesses and shortages of the press including the trend toward
commercialisation in a number of newspapers and reviews. He said press
agencies should raise the spirit of criticism and self-criticism in
assessing their work in order to overcome weaknesses and shortages to make
the revolutionary press worthy of the trust of the Party, State, and people.

This year, the Press Day has been marked in provinces and cities throughout
the country. 

Addressing a get-together in Ho Chi Minh City on June 19 to mark the
Revolutionary Press Day, Mr Nguyen Minh Triet, Politburo member of the Party
Central Committee and Secretary of Ho Chi Minh City's Party Committee,
highlighted efforts of press agencies in the city in recent years. He said
he believed that journalists would work together with the city's authorities
and Party organisations to combat social evils and promote new models of
good people and good deeds.

Speaking with the national daily Nhan Dan newspaper's staff while visiting
the newspaper on June 20, Mr Pham The Duyet, president of the Vietnam's
Fatherland Front (VFF) Central Committee Presidium affirmed the Party
newspaper's key role in disseminating the policies and lines of the Party
and State. The newspaper has been stimulating and disseminating information
of movements launched by the VFF, thus contributing to building the national
great unity. The VFF leader also said he wished the newspaper' staff would
make further efforts to deserve the title of 'Labour Hero.'

The newspaper's editor-in-chief, Dinh The Huynh, reaffirmed the newspaper is
the central organ of the Communist Party of Vietnam, the voice of the Party,
State and people of Vietnam. In order to implement one of its important
tasks to be 'the voice of the people,' the newspaper has to base itself on
the VFF to understand the people's aspiration and feelings, thus being able
to reflect the burning issues of the daily life. He also promised that the
newspaper's staff would do their utmost to deserve the high distinction
presented by the Party and State.

Also on the occasion, the newspaper held a meeting with veteran journalists
of the daily and other press agencies in Hanoi, and a professional workshop
with the participation of 200 reporters and editors from its provincial and
municipal bureaus across the country. Many activities, including meetings,
press contests, seminars, and award presentation ceremonies were held by
newspapers and provincial associations of journalists of Nam Dinh, Ninh
Binh, Thua Thien Hue and Quang Tri provinces and central Danang city.

Meetings with journalists were also held by the Vietnam's Labour
Confederation, the National Committee for AIDS, Drug and Social Evil Control
and the Ministry of Public Health.

Vice president welcomes Cuban friendship delegation

Vice President Nguyen Thi Binh (right) and Ms Eva Seoane Dominguez.Vice
President Nguyen Thi Binh welcomed the delegation of the Cuban Institute of
Friendship with the People (ICAP)'s visit, which brought the Vietnamese
people close solidarity and friendship from Cuba.

Vice President Binh was speaking to an ICAP delegation headed by ICAP Deputy
President Eva Seoane Dominguez who has been visiting since June 17.

Ms Binh briefed the guests of the achievements recorded by the Vietnamese
people in national construction and recalled fine impressions of and
sentiments toward the Cuban country and people.

She said she believed that the Cuban people would overcome all difficulties
in their continued development of the country.

Ms Eva Seoane Dominguez expressed her admiration of Vietnam for the changes
it has made in the renewal process and national construction.

She wished Vietnam greater achievements and affirmed that ICAP will make
more positive contributions to developing the solidarity and friendship

Cuban chief of general staff visitsDefence Minister Senior Lieutenant
General Pham Van Tra received in Hanoi this afternoon, June 20, Senior
Lieutenant General Alvaro Lopez Miera, Chief of the General Staff of the
Cuban Revolutionary Armed Forces.

Senior Lieutenant General Miera and his entourage arrived in Ho Chi Minh
City on June 18 for an official friendship visit to Vietnam at the
invitation of Lieutenant General Phung Quang Thanh, member of the Party
Central Committee and chief of the General Staff of the Vietnam People's
Army. 

Senior Lieutenant General Tra, who is also a Politburo member of the Party
Central Committee, welcomed the visit which, he said, would contribute to
strengthening the traditional friendship between the people and armies of
the two countries. 

Senior Lieutenant General Alvaro Lopez Miera conveyed the best regards of
Cuban Defence Minister General Raul Castro to Minister Tra.

The same day, Lieutenant General Phung Quang Thanh held talks with Senior
Lieutenant General Alvaro Lopez Miera.

The two informed each other of the current situation in their countries and
armies. They exchanged views on issues of mutual concern with a view toward
strengthening solidarity and friendship between the two armies.

The Cuban Senior Lieutenant General and his entourage were entertained by
Lieutenant General Thanh in the evening. (VNA)

Vietnam responds to Drug Control Day

Marching in response to International Drug Control Day in Nam Dinh
province.An exhibition of posters on drug control will be opened in Hanoi in
response to the International Drug Control Day (June 26).

The event will be held by the Standing Board for Drug Control in
co-ordination with the Vietnamese Ministry of Culture and Information and
the United Nations Drug Control Programme.

Meetings will be held in many localities on this occasion.

The Vietnam Women's Union and the People's Committee of northern Nam Dinh
province held a meeting in Nam Dinh city today, June 20, with the attendance
of nearly 3,000 people.

About 4,500 students of universities and colleges in Hanoi will join in a
meeting and a march in the garden named after former Indian Prime Minister
Indira Gandhi. 

The Ho Chi Minh Communist Youth Union will organise a camping festival and
other activities on the occasion.

According to the Standing Board for Drug Control, eight projects under a
plan of action to fight against drug trafficking and addiction in the
2001-2005 period will be soon submitted to the government. The board will
also organise a contest of studying laws on drug prevention.

Since early this month, the anti-drug forces have discovered 761 drug
related cases and arrested 1,190 offenders. They have confiscated 2.89
kilograms of heroin, 25 kilograms of opium, 4,200 doses, 1,620 ampoules and,
528 ATS pills. (VNA)
