Ukraine Reacts Negatively to Milosevic Proceedings
KIEV, Jul 4, 2001 -- (dpa) Ukraine reacted negatively
Tuesday to the opening in war crimes proceedings
against former Yugoslavia President Slobodan
Milosevic, the Interfax news agency reported.
Ukraine Foreign Minister Anatoly Zlenko said he was
"concerned" over the appearance of Milosevic before a
Hague tribunal on charges of crimes against humanity.
The proceedings would contribute to instability in the
entire Balkan region, he said.
"Yugoslavia is practically our neighbor," Zlenko said.
"Most important (for Ukraine) is that stability be
maintained there."
Zlenko declined to comment on whether Milosevic's
extradition to an international court was illegal or
no, saying such a determination was outside his
competence.
Though usually opponents of Zlenko's government,
Ukrainian Communist party officials echoed Zlenko's
statement, and in some cases went well beyond it in
criticizing the Hague court.
"It (the Milosevic detention and trial) is a gross
violation of elementary norms of international law,"
said party member Pavel Baulin Tuesday.
"It is the logical continuance of the imperialistic
politics of the U.S. and other NATO members after
their mean-spirited aggression towards Yugoslavia,"
the MP declared during a Tuesday speech.
Baulin argued Milosevic was a Serbian hero who had
resisted plans by Washington to dominate the world.
Ukraine's government usually has been split on Balkan
policy, with reformers supporting a pro-NATO line, and
only communists supporting a pro-Milosevic line.
NATO bombardment of Serbia during 1999 caused most
Ukrainian officials and private citizens to back
Milosevic.
