Chinese Permanent Representative Reiterates One-China Principle
China on Thursday reiterated that there is only one China in the world and
Taiwan has been part of China's territory since antiquity.
It is an indisputable objectivity and legal fact widely acknowledged by the
international community that there is only one China in the world, Taiwan is
an inseparable part of China's territory, and the government of the People's
Republic of China is the sole legal government representing the whole of
China, said Wang Yingfan, Chinese permanent representative to the United
Nations. 
Wang expressed the stance in a letter addressed to U.N. Secretary-General
Kofi Annan, in response to an act by Gambia and a very few other countries
attempting to include "Taiwan's participation in the U.N." in the agenda of
the 56th session of the U.N. General Assembly.
Wang said that such an act is not only a flagrant violation of the purposes
and principles of the Charter of the United Nations and a serious distortion
of the nature of this organization, but also a brazen challenge to the
one-China principle widely recognized by the international community.
"It has severely encroached upon China's sovereignty and territorial
integrity, and grossly interfered with China's internal affairs. The Chinese
government strongly condemns and firmly opposes it and requests these
countries to immediately correct this illegal act that has obstructed the
lofty cause of China's peaceful reunification," he said.
Wang said that as of the day when the legitimate rights of the People's
Republic of China were restored at the U.N., "the government of the People's
Republic of China rightfully represents all Chinese, including our
compatriots in Taiwan, in the United Nations and its subsidiary bodies."
This, he said, has fully safeguarded the U.N.'s principle of universality,
and therefore there is simply no such issue as the so-called "Taiwan's
representation at the United Nations."
Wang said that the United Nations is an inter-governmental international
organization composed of sovereign states, while Taiwan, as a part of China,
is not eligible to participate, in whatever name and under whatever pretext,
in the work or activities of the United Nations or its specialized agencies.
He noted that the General Committees of the successive sessions of the
General Assembly since 1993 have all flatly refused to include in the agenda
of the General Assembly the so-called issue of "Taiwan's participation in
the U.N.." 
Although this year's proposal by a small number of countries has come out in
new disguise and "gift-wrapping," its nature has not changed in the least
and it is doomed to failure as before, he said. Wang stressed that the
question of Taiwan is purely an internal matter of China and a question for
the Chinese people themselves to solve, adding that it brooks no
interference from outside.
No one in the world cares more about the future and interests of the 23
million Chinese compatriots in Taiwan than the Chinese government and
people, he said. 
He said China firmly believes that the question of Taiwan will come to an
appropriate solution eventually on the basis of the policy of "one country,
two systems." 
The one-China principle provides the basis for the peaceful and stable
development of relations between the two sides of the Taiwan Straits, Wang
said. 
He said that if the Taiwan authorities really have the sincerity to get this
question solved and help maintain regional peace and security, they should
unequivocally accept the one-China principle, admit in unmistakable terms
that they themselves are Chinese and pledge explicitly that they will pursue
the goal of reunification of the motherland and substantiate their words
with real action. 
However, the Taiwan authorities have always stuck to an evasive and
ambiguous attitude towards the one-China principle, which lies at the heart
of the question of Taiwan, clung to the so-called " patience over haste"
policy on the development of relations across the Taiwan Straits, put
obstacles in the way of trade, cultural exchange and movement of personnel
between the two sides and attempted to continue their separatist moves
against the motherland and create "two Chinas" or "one China, one Taiwan"
within the U.N. system under the cloak of democracy," "human rights" and
"economic development," Wang said.
He said the act of the small number of countries that raised the so-called
issue of "Taiwan's participation in the U.N." will only serve to add fuel to
the separatist moves of the Taiwan authorities, undermine the lofty cause of
China's reunification and jeopardize peace and security in the Asia-Pacific
region and the world at large. The Chinese government firmly opposes this.
He went on to say that China has never done anything harmful to the
interests of these countries, but time and again, what they have been doing
regarding the question of Taiwan has undermined the fundamental national
interests of China and hurt the feelings of the Chinese people.
Wang expressed the hope that these countries will get a clear understanding
of the situation and conform to the tide of history and avoid being deceived
and taken advantage of any more by the Taiwan authorities.
Receiving the letter in the absence of Annan who is now on leave, U.N.
Under-Secretary-General and Chief de Cabinet of the Secretary-General's
Executive Office Riza S. Iqbal said the U.N. upholds the one-China
principle. 
Riza said that this position, based on the historic Resolution 2758, adopted
in 1971 by the 26th session of the U.N. General Assembly by an overwhelming
majority, will not change.
Riza said that the U.N. Secretariat will uphold the one-China principle to
protect the relations between the U.N. and China from suffering any harm.
The U.N. official expressed his confidence that although some countries
again submitted a proposal on the so-called issue of Taiwan's "return" to
the U.N., its fate will be the same as in the past.

China Opposes Proposal to Help Taiwan "Join" UN
China Thursday expressed its strong indignation and resolute opposition to
the proposal lodged by a tiny few countries, including Gambia, to help
Taiwan "join" the United Nations.
"This openly tramples on the purposes and principles of the UN Charter,"
said Zhang Qiyue, Chinese Foreign Ministry spokeswoman.
She said that on August 8, New York time, with the instigation of the Taiwan
authorities, the tiny few countries sent a letter to UN Secretary-General
Kofi Annan, requesting that the 56th session of the UN General Assembly
review the issue of Taiwan joining the UN, in an attempt to make "two
Chinas" or "one China, one Taiwan".
Zhang stressed that there is only one China in the world, Taiwan is an
inalienable part of the Chinese territory, and the People's Republic of
China is the sole legitimate government representing all the Chinese people.
"This is an indisputable fact acknowledged by the international community,"
she said. 
The 26th session of the UN General Assembly passed resolution 2758 with an
overwhelming majority 30 years ago, settling China's representation in the
UN in the political, legal and procedural fields, she noted.
The spokeswoman added that the UN is an international organization among
governments of the sovereign states, and Taiwan, a province of China, is not
qualified at all to "join" the UN and its organizations.
Zhang noted that the UN General Committee has clearly refused to list the
issue of Taiwan on the agenda of the UN General Assembly since 1993.
This demonstrates that the majority of UN members safeguard the UN Charter
and authority of resolution 2758, and also it shows that any attempt to
violate the purposes and principles of the UN Charter and the will of the
member states will prove unpopular and futile, she added.
Zhang noted that the Taiwan issue is an internal affair of China, and
achieving the reunification of the motherland at an early date is the common
aspiration of all the Chinese people including Taiwan compatriots.
Any attempt to split the motherland will not be allowed by the Chinese
people including Taiwan compatriots, and the cause of national reunification
conforms to the aspirations of all the people and is an irresistible
historical trend.

Asked to comment on the report in The Washington Times on August 6, Zhang
said the Chinese government stated clearly in November, 2000, that China has
no intention to assist any country in any way to develop ballistic missiles
which can be used to carry nuclear weapons.

She stressed that China has always fulfilled this commitment in a serious
and responsible way.

"Some US media with ulterior motives spread irresponsible and groundless
rumors in attempts to slander China," she said, adding that the Chinese
company concerned has issued a solemn statement on this matter.

Zhang pointed out that the proliferation of weapons of mass destruction and
delivery equipment is a threat to international peace and security, and all
countries are obliged to strictly abide by related international legal
documents. 

"Any country that carries out these documents in a selective way will surely
sabotage international non-proliferation efforts," she said. "It is even
more unacceptable to put pressure on other countries by spreading
irresponsible rumors based on a so-called 'intelligence source.'"

Zhang stressed that the Chinese side has reason to urge the US government to
seriously carry out the policy it announced in November, 2000, and to take
effective measures to remove artificially-imposed obstacles to satellite
exports to China, so that the Sino-US cooperation in the field of satellite
launching can be normalized as soon as possible.

Commentary: Japanese PM Should Think Thrice Before Acting
August each year is the month of concentration of World War II-related
commemorative activities held in various parts of Japan

of time gutted with discussion on war and peace in Japan.

In the first August of the new century, Prime Minister Junichiro Koizumi's
insistence on paying homage to Yasukuni Shrine has become a hot topic of
discussion. Junichiro recently indicated that he would make further judgment
after careful consideration.

The Prime Minister, as the representative of the political will of a
country, should act with prudence in regard to this sensitive problem that
concerns Japan's international image and international relations.

Prime Minister Junichiro has repeatedly expressed that his planned visit to
the Shrine is to extend respects to and condolences on those killed in
action and to offer sacrifices to the spirit of the brave departed.

It is well known that shortly after its establishment, Yasukuni Shrine was
not special, later, however, due to Japan's aggression and expansion abroad,
particularly during the 1930s, the Shrine began to be used by a handful of
militarists and thus became a tool for deceiving the people and winning
their hearts, and stirring up militarist sentiments.

Yasukuni Shrine thus became a symbol of Japan's outward aggression and
expansion in modern history, even now tablets of arch criminals of World War
II are still installed there. Arch war criminals were those who had
committed heinous crimes and judgments were passed on them by the Far East
International Military Tribunal, they were sentenced to gallows or committed
suicide, so they must not be equated to ordinary servicemen fallen in
battles. 

Heroic spirit usually refers to the soul of a respected person departed, the
death of those plotters and commanders of aggressive wars and those butchers
whose hands were stained with the blood of the people of war victimized
countries was even lighter than feather, how can they be worthy of being the
hero's spirit? 

Prime Minister Junichiro also claimed that his planned visit to the Shrine
was an expression of the "feelings of the Japanese". It is common knowledge
that a grand "national memorial meeting for those killed in action" has been
held in Tokyo on August 15 each year since 1963, attendants include
Mikado-the emperor of Japan, prime minister, speakers of house of
representatives and senate, government officials, families of the dead and
representatives of various social circles.

This memorial meeting was held to mourn the war dead and to express the
"feelings of the Japanese" in various strata and different fields. In the
words of Makiko Tanaka, foreign minister of Japan: "This is necessary, but
enough". Japanese Prime Minister's tribute to the Shrine will inevitably
hurt the feelings of the peoples of the war victimized countries, including
China. 

Junichiro spoke in defense of himself for insisting on visiting the Shrine
under the pretext of an expression of the "feelings of the Japanese" and the
"ways of consoling the souls of the dead are different in various
countries". 

Humans have feelings, but one must not hurt others' feelings in order to
satisfy one's own feeling. Professing an expression of the "feelings of the
Japanese" and insisting on paying homage to the Shrine to offer sacrifices
to the "heroic spirit" of the arch war criminals obviously are a contempt
for and provocation against the people of the war victimized countries.

Junichiro recently also said, "After visiting the Shrine I will reconsider
improving relations with China and the Republic of Korea". Regarding this,
even Japanese public opinion thinks this to be "playing petty tricks", and a
line of action that turns things upside down.

On August 15, 1985, the first visit paid by Nakasome Yasuhiro in the
capacity of the Japanese Prime Minister to the Yasukuni Shrine aroused the
vehement indignation and condemnation of the people of Asian countries.

On August 14, 1986, in his talks on the tribute paid by Japanese Prime
Minister and his cabinet members to the Shrine, Japanese Chief Cabinet
Secretary Masazumi Gotoda said, "It is necessary to pay attention to
international relations and earnestly consider the national feelings of the
neighboring countries".

Thereafter, Japanese Prime minister did not pay homage to Yasukuni Shrine on
August 15. 

After the establishment of his cabinet, Junichiro also stressed the need to
strengthen international coordination, and develop relations with various
neighboring countries.

People do not know what changes have taken place in Asia and the world at
large that have compelled Junichiro to go back on his international promise
this year that the Japanese government would "pay attention to international
relations and earnestly consider the national feelings of the neighboring
countries", and run counter to the stand he had clearly made known to
others. 

Prime Minister Junichiro's Shrine visit, if carried out, will imply that the
Japanese government once again breaks faith with the Chinese people on the
question of history and will definitely fundamentally shake the political
base for China-Japan relations, thereby bringing about negative influence on
the future development of China-Japanese relations.

At the eight-nation summit meeting held recently in Genoa, Italy

Jacques Chirac said to Prime Minister Junichiro that he was concerned about
Japan's increasing isolation in Asia, here I would like to cite the French
leader's words to advice Junichiro that if he insists on paying visit to the

Pentagon Offers China US$34,000 for Plane-collision Cost: Report
The United States is sending China about US$34,000 to pay for support of a
crippled US Navy surveillance aircraft that collided with a Chinese fighter
jet in April, US officials said on Thursday.
The officials, who asked not to be identified, told reporters there was no
word yet on whether China would accept the payment, which was en route to
the US Embassy in Beijing for transmission to the Chinese Foreign Ministry.
Navy Rear Adm. Craig Quigley, a Defense Department spokesman, told reporters
at the Pentagon's regular briefing that "an appropriate amount of money" was
being sent to the Chinese. But he declined to discuss the amount.
The crippled US Navy EP-3 spy plane landed on China's Hainan Island on April
1 after colliding with a fighter jet over South China Sea. It was dismantled
and flownback to the United States for repairs on July 3.
The 24-member EP-3 crew stayed in China for 11 days after the collision in a
standoff that roiled US-China relations in the first months of the
administration of President George W. Bush.
The crew were sent home after proper investigation.
"We are giving them a figure, a total figure that we feel is an appropriate
amount of money for some of the support that they provided to us during that
period of time," Quigley told reporters.
"And where we felt that there was a fair value provided by the Chinese, we
tried to provide a fair dollar value to that service. And that is what the
total represents." Quigley said.

Clash in Peruvian Jungle Leaves 16 Dead
A gunfight between police and suspected leftist rebels in Peru's central
jungle left at least 12 gunmen and four police officers dead, Peru's
interior minister said Wednesday.
Fernando Rospigliosi told Radioprogramas radio station that the clash
occurred Tuesday after a police patrol encountered a band of drug
traffickers and guerrillas in the Amazon province of Satipo, 190 miles
northeast of the capital, Lima.
"There were more armed men than they thought, between 12 and 15 drug
traffickers and terrorists," he said. "Unfortunately, four police officers
died in the confrontation."
El Comercio, Peru's leading newspaper, reported that the armed men were
members of the Maoist Shining Path guerrilla group. The rebels had entered
an Indian village a day earlier, trying to indoctrinate the inhabitants, El
Comercio reported. 
Joint army-police patrols were combing the rugged, lightly populated area to
track down the remaining rebels and collect the dead bodies, he added.
The Shining Path in the late 1980s and early 1990s almost brought the
Peruvian government to its knees, assassinating mayors and informers in the
countryside and waging a vicious car-bombing campaign in Lima.
Guerrilla activity in Peru decreased dramatically after the capture of top
rebel leaders in 1992. Fighting has left some 30,000 dead since 1980,
including security forces, rebels and civilians.
Rospigliosi said the police patrol Tuesday was part of an ongoing operation
begun in March to purge the Satipo area of a lingering guerrilla presence.
