U.S. projected construction of missile base under fire
 ��� Pyongyang, August 24 (KCNA) -- The United States is zealously pushing
forward the Missile Defense system (MD) as evidenced by its plan to build an
interceptor missile base in Alaska state. In this regard Rodong Sinmun today
carries a signed commentary.
��� It says: 
��� By getting frantic in its moves to realize MD the U.S. seeks to put into
practice with military strength its ambition for world domination at any
cost in the 21st century.
��� Its strategic aim sought in MD is to contain other countries by holding
an unchallenged nuclear and missile edge and establish its domination over
the world. 
��� This will upset the world strategic equilibrium, spark a new arms race
and militarize the space and bring greater nuclear holocaust to humankind.
��� It is preposterous for the U.S. to talk about the non-existent "missile
threat" from the DPRK to justify MD.
��� The U.S. keeps more than 100,000 troops in East Asia including South
Korea and Japan, while watching for a chance to stifle the DPRK with nuclear
weapons and all types of missiles whose destructive power is hundreds of
times that of the A-bomb dropped on Hiroshima.
��� The U.S. reckless MD may bring unpredictable damage and consequences to
the Asia-Pacific region.

National youth science and technology exhibition opens
 ��� Pyongyang, August 24 (KCNA) -- A national youth science and technology
exhibition was opened in the three- revolution exhibition on the occasion of
the day of youth. On display there are at least 8,700 excellent inventions
and technical innovation proposals and products of over 5,570 varieties
including over 350 it products.
��� An opening ceremony was held on august 23.
��� Present at the ceremony were secretary of the Central Committee of the
Workers' Party of Korea Kim Jung Rin, president of the Academy of Sciences
Ri Kwang Ho and others.

Document on mass killings in Rogun-ri opened to public
 ��� Pyongyang, August 24 (KCNA) -- A document of the U.S. government's side
has been recently opened to the public, Seoul-based MBC reported. It proves
mass killings committed by the U.S. imperialist aggressors in Rogun-ri,
Yongdong county, North Chungchong Province, South Korea, during the Korean
War. The document says that the U.S. air force made a strafing at Rogun-ri
area for two days from July 26, 1950.
��� This document which was opened to the public by reporters of AP which
was the first to report about the Rogun-ri case, refuted the results of the
final investigation of the U.S. forces side that there was no aerial attack
on Rogun-ri in those days. This once again proves victims' testimonies that
refugees there were strafed in those days were truth.

Papers on joint military drill in S. Korea
 ��� Pyongyang, August 24 (KCNA) -- Papers here today carry commentaries on
the "Ulji Focus Lens" joint military exercise against the DPRK staged by the
U.S. imperialists and the South Korean warmongers. The military exercise is
a test and preliminary war for invasion of the north in its character,
programme and scale, Rodong Sinmun in a signed commentary says, and goes on:
��� We cannot but take a serious view of all sorts of military drills
against the DPRK staged by the South Korean military authorities together
with the U.S. to cool down the nation's desire for reunification and incite
confrontation and war against the DPRK.
��� This is a premeditated crime to make a provocation against the north and
block the implementation of the June 15 joint declaration.
��� It is a concentrated expression of their criminal ambition to bring the
north-south relations back to a state of confrontation which was before the
adoption of the joint declaration and, furthermore, to harm the north in
collusion with the U.S. imperialists.
��� The foolish act of hampering national reconciliation and reunification
and levelling guns at the fellow countrymen in defiance of the spirit of the
north-south joint declaration can be done only by those traitors and
warmongers who do not want the development of the north-south relations and
the reunification of the country and depend on the foreign forces.
��� It is our firm will to drive the U.S. aggression troops out of South
Korea and reunify the country independently and peacefully with the united
efforts of the north and the south.
��� We declare once again that from the viewpoint of our important mission
for the country and the nation we will never allow the aggressive foreign
forces and the traitors to harm us in league with them.
��� Minju Joson says that the South Korean warmongers should know that their
joining in the U.S. imperialists' moves for a war of aggression on the north
precipitates their self-destruction.

Guideline on youth movement
 ��� Pyongyang, August 24 (KCNA) -- It is five years since leader Kim Jong
Il's famous work "Let Us Exalt the Brilliance of Comrade Kim Il Sung's Idea
on the Youth Movement and the Achievements Made under His Leadership" was
published. The work serves as an important guideline on the direction and
way of the youth movement at present. It has great attraction for the
profundity and universality of its idea and theory. It was widely
disseminated to various countries of the world through foreign publications
in the past five years.
��� During the years over 150 mass media of tens of countries including
People's Daily and the Xinhua News Agency of China, the Russian newspaper
Patriot, Itar-Tass and the Egyptian newspaper Egyptian Gazette carried the
full text or gist of the work and articles explaining it.
��� It was published in booklet by the Paleya Publishing House of Russia,
the Abers Publishing House of Ukraine and the Everest Publishing House of
India and in bulletin by the British group for the study of the Juche idea
and works of comrade Kim Jong Il.
��� Meanwhile, study, dissemination and seminars on the work were held with
the attendance of senior party and government officials, representatives of
international organizations and influential personages in more than 40
countries including Pakistan, Togo, Zimbabwe, Angola and Bulgaria on over
100 occasions.

Rodong Sinmun on June 15 North-South Joint Declaration
 ��� Pyongyang, August 24 (KCNA) -- The June 15 North-South Joint
Declaration which the north and the south agreed upon and published is a
landmark for national reunification which should be held fast to by all the
fellow countrymen to achieve reconciliation, unity and reunification of the
nation, says Rodong Sinmun today in a signed article. Korea's reunification
is a cause of the Korean nation to take back national sovereignty usurped by
the foreign forces and achieve national reconciliation and unity between the
north and the south, the article notes, and continues:
��� The Korean nation is responsible for settling the issue as it is related
to its own destiny.
��� The Korean nation is capable of carrying out the cause. No outside
forces can replace the nation in its struggle for reunification. That is why
the north-south joint declaration clearly states that the reunification
issue should be settled independently by the concerted efforts of the
nation. 
��� A basic way of solving most smoothly and peacefully the issue of
national reunification is to reunify the country by federal formula.
��� The declaration serves as a landmark for the independent reunification
of the nation in the new century because it clarifies the formula reflecting
the specific reality of the country as a way of reunification.
��� The declaration also calls for solving humanitarian issues, developing
national economy in a balanced way and invigorating multi-faceted
cooperation and exchange between the north and the south.
��� The June 15 North-South Joint Declaration serves as a banner for
reunification and a landmark common to the nation which all the fellow
countrymen should hold fast to achieve national reconciliation, unity and
reunification.

Japan criticized for seeking revival of "imperial" state
 ��� Pyongyang, August 24 (KCNA) -- The South Korean magazine Sisa Jyonol
criticized Japan for seeking to revive the "Imperial" state. Not content
with the distortion of history textbooks, the Japanese authorities are keen
to turn Japan more rightwing, the magazine said, and went on:
��� The last target of the Japanese authorities is to revive the "Imperial"
state of Japan and arm it with nuclear weapons.
��� The liberal democratic party and rightwing organizations and the press
are making desperate efforts to hit the target.
��� The magazine urged Japan to stop its move to turn it rightwing and
revive militarism.

Revolutionary opera "Sea of Blood" 30 years old
 ��� Pyongyang, August 24 (KCNA) -- 30 years have passed since the premiere
of the revolutionary opera "Sea of Blood" (Phibada) was given at the
Pyongyang Grand Theatre in July Juche 60 (1971) in the presence of President
Kim Il Sung and leader Kim Jong Il. In August of the same year Kim Jong Il
said that the application of Pangchang to the revolutionary opera "Sea of
Blood" was a great discovery as it broke with the outdated style of opera
and developed Juche-based opera to meet the need of the era.
��� Noting that the opera is a masterpiece not because of its big scale but
because of its rich and profound content, he highly praised actors and
actresses for their truthful representation and successful singing.
��� The opera has so far been staged more than 1,500 times to evoke a lively
response among audiences at home and abroad.
��� The opera was adapted from Kim Il Sung's immortal classical masterpiece
"Sea of Blood" created in the period of the anti-Japanese revolutionary
struggle in reflection of realities in Korea at that time.
��� The drama "Sea of Blood" was presented on makeshift stages in the 1930s.
Deeply touched to see the performance, many Koreans turned out in the
struggle against the Japanese imperialists.
��� It was Kim Jong Il who discovered the original work of "Sea of Blood"
and developed it as a model revolutionary opera.
��� He set it as the germ of the idea of the opera to turn the victims to
the bloody repression into brave fighters and provided meticulous guidance
to the creation of the opera.
��� The revolutionary opera "Sea of Blood" was thus completed in a matter of
months. 
��� Stanzaic songs, Pangchang, dances and successive three-dimensional stage
decor were introduced to the opera quite different from the preceding
operas. 
��� The revolutionary opera "Sea of Blood" opened a new history of creation
of genuine operas. 
��� The subsequent period witnessed the creation and performance of a series
of other "Sea of Blood" style operas in the DPRK.

Anachronistic U.S.-toeing policy under fire
��� Pyongyang, August 24 (KCNA) -- DPRK foreign minister Paek Nam Sun sent a
congratulatory message to Kamal Kharrazi on his reappointment as foreign
minister of the Islamic Republic of Iran. Expressing the belief that the
friendly relations between the two countries would grow stronger in the
interests of the peoples of the two countries, the message wished him
greater success in his work.

belgica. el comunicado conjunto senala:
��� los delegados de los ministerios de relaciones exteriores de la rpdc y
el reino de belgica celebraron el dia 18 de dicimembre del 2000 y el dia 23
de enero del 2001 en bruselas las conversaciones para establecer relaciones
diplomaticas entre ambos paises.
��� las conversaciones tuvieron lugar de acuerdo con las cartas
intercambiadas por los cancilleres de ambos paises relativas al
establecimiento de las relaciones diplomaticas.
��� en ellas ambas partes acordaron establecer relaciones diplomaticas a
nivel de embajador entre la rpdc y el reino de belgica a base de los

de bush difunden la opinion publica como si tuvieran gran interes en la
reanudacion del dialogo con norcorea al decir: "estamos dispuestos a
reanudarlo sin condicionamientos". ee.uu., aun hablando de la reanudacion de
negociaciones sin condicionamientos, no anula la agenda de negociaciones que
presento unilateralmente con anticipacion.
��� los puntos de la agenda de negociaciones que adelanto ee.uu. acusando
incluso a nuestras fuerzas armadas convencionales autodefensivas son
inaceptables para nosotros porque son de caracter unilateral e hostil.
��� es obvio que es imposible la reanudacion de dialogo antes de que se
retiren esos puntos de agenda.
��� como ya se ha declarado reiteradamente, la no reanudacion del dialogo
con la rpdc se debe principalmente a la politica hostil de ee.uu. a esta.
por consiguiente sera posible la reanudacion del dialogo de ambas partes
solo cuando la actual administracion de ee.uu. abandone su anacronico modo
de pensar de la guerra fria y llegue por lo menos al nivel de posicion del
ultimo periodo de la administracion de clinton. esta es nuestra firme
posicion. 
��� durante la administracion de clinton la rpdc y ee.uu., a traves de su
acuerdo basico logrado en ginebra y comunicado conjunto de nueva york,
acordaron eliminar fuentes de la desconfianza, enfrentamiento y
malentendimiento de largo tiempo y normalizar las relaciones entre si y
ratificaron su obligacion politico-moral y juridica de eliminar las
relaciones hostiles, crear confianza entre si y disipar preocupacion mutua.
��� si ee.uu. tiene de veras interes en el problema de la reanudacion del
dialogo con la rpdc, ante todo, debe demostrar con practica su voluntad de
dialogo. 
��� ee.uu. debe manifestar su posicion de principios de respetar la base

dialogo de ee.uu.
