There is however concern that the move could have a negative influence on the recent opening of dialogue between the government and rebels. The first bill foresees the creation of a specially trained and equipped 15-thousand strong armed police unit to combat the insurgency. While the second bill enables certain regional administrators to mobilise the army and police against the rebels, without attending government approval. The decision of the King, who came to power following the June 1 royal family massacre, comes as the executive is preparing to start negotiations with the rebels. Since his instatement, July 26, Nepali Prime Minister Sher Bahadur Deuba, has reiterated willingness to find a political solution to the internal conflict, that over the past six years claimed 1,800 lives. On august 10 Deuba convoked all party representatives in a move to create a common base to launch talks with the rebels. It was the first such meeting since 1996, when the Maoist rebellion started with the objective of overthrowing the constitutional monarchy. (BO) ------------------------ Yahoo!
